Manager Library Licensing and Access Service

Summary

The Manager of Library Licensing & Access is an experienced information professional responsible for managing the Library Licensing & Access service for Seagen Inc. This role includes building and managing a Licensing & Access team of information professionals. This position manages the Library’s corporate information needs assessment and solutions activities, and they license and provide access to a broad repertoire of valuable electronic content and search tools that meet the dynamic and evolving information needs of Seagen Inc. The Manager is also responsible for acquiring and configuring library systems technologies to connect all employees securely and seamlessly to information resources. The manager possesses deep knowledge of information content and tools used by pharmaceutical industry scientists, clinicians, and business employees, and they have successfully implemented and managed innovative and robust library systems technologies. The Manager reports to the Associate Director of Library Information Services.

Principal Responsibilities:

  • Lead the Library team’s corporate information needs assessment activities; document needs and plan, communicate, and project manage the Library’s information solutions roadmap
  • Lead internal stakeholders, Library colleagues, publishers, and vendors in identifying, comparing, and recommending information and access solutions
  • Oversee information resource and library technology demos, testing, trials, and evaluations, ensuring participation by target users and obtaining feedback from participants
  • Write business cases for acquiring new resources based on needs assessment, user feedback, and executive approval when appropriate; give business cases to contract approvers and Library staff for use in outreach, user guides and instruction
  • Work directly with relevant Legal and IT groups to confirm that both existing and recommended Library resources, technologies, and authentication/access methods meet evolving security and privacy requirements
  • Negotiate license terms and pricing with publishers and vendors to obtain correctly sized content, tool, and library technology agreements, in collaboration with Library AD
  • Manage contract requests for information content and library technologies; submit agreements with review comments for Legal review, convey redlines and questions between Legal and publishers, and monitor contract progress for stakeholders and vendors
  • Update Library Licensing tracker and tag licensing documents for team reference
  • Oversee successful launch and promotion of new resources and ensure training and guides are created for employees
  • Monitor use and value to company of licensed information resources; interview users, analyze usage data, and present data and feedback from users to Library team and Library Advisors to inform renewal decisions
  • Renew or provide notice of cancellation of licenses based on usage and value analysis.
  • Create, implement, and manage the maintenance of an innovative, secure, and robust scaffold that authenticates employees to publishers and vendors; work closely with Seagen IT and vendor technical support to set up and test access methods
  • Work with publishers and aggregators and technology vendors to design innovative user interfaces for presenting licensed content to employees
  • Oversee Library License & Access team’s updates to holdings throughout the access scaffold
  • Ensure prompt resolution by Library Licensing & Access team of all resource access issues experienced by employees; document and communicate issues to appropriate parties including employees, publisher and vendor technical support, and internal IT
  • As the Library’s liaison to IT, meet regularly with teams responsible for changes to enterprise systems and policies, and work with IT to test and assess impact of changes on employees’ access to information resources
  • Create library systems technology help guides and SOPs for Library and IT staff, and train library colleagues to perform critical technical tasks
  • Ensure data backups are performed and system changes are documented
  • Ensure Library and IT staff are updated to changes in library system technologies
  • Plan and participate in migration and testing of content and links to new or upgraded software
  • Contribute knowledge and experience to company initiatives involving content evaluation, licensing, and access

Required Qualifications:

  • 3+ years’ experience licensing a large collection of electronic information resources
  • 3+ years’ experience providing Library IT/systems support for electronic content and platforms
  • Experience creating and managing a team of information professionals
  • Experience maintaining productive relationships with vendors
  • Experienced in configuring and maintaining a link resolver
  • Proven ability to resolve access issues
  • Experienced in implementing and troubleshooting library systems technologies and tools
  • Knowledge of information needs and solutions for the pharma/biopharma industry
  • Experience in evaluating value and usage of information resources
  • MLS or MLIS or related degree

Preferred Qualifications:

  • Experience as a Library IT systems professional or working within or closely with an IT team
